Prairie State Management Team

The Prairie State Energy Campus (PSEC) will deliver low-cost energy to more than 2.5 million families through an ownership group that includes American Municipal Power (AMP); Illinois Municipal Electric Agency (IMEA); Indiana Municipal Power Agency (IMPA); Kentucky Municipal Power Agency (KMPA); Missouri Joint Municipal Electric Utility Commission (MJMEUC); Northern Illinois Municipal Power Agency (NIMPA); Prairie Power, Inc.; Southern Illinois Power Cooperative (SIPC) and Lively Grove Energy, a subsidiary of Peabody Energy.  Representatives from each of these entities form the Management Committee for the Company, which is chaired by Raj Rao of the Indiana Municipal Power Agency.  While the ownership group of the Prairie State Energy Campus owns the power plant, mine and other assets on the campus site, they have created Prairie State Generating Company, LLC to operate those assets for the benefit of PSEC.

Peter DeQuattro
President & Chief Executive Officer

Peter DeQuattro is President & Chief Executive Officer of the Prairie State Generating Company (PSGC).  He has served as President & CEO of PSGC since May 2008.  Mr. DeQuattro comes to PSGC with 21 years of experience operating and maintaining coal-based power plants at various companies as well as developing highly effective leadership teams.

Prior to assuming position of President & CEO at PSGC, he served as the Plant Manager of the Warrick Power Plant for Alcoa, acting as the vice president for Alcoa Power Generating Inc. and president of Alcoa Fuels Inc.  Previously, Mr. DeQuattro has served as the general manager of the Reliant Energy Cheswick and Bruno Island plants.  Prior to his time with Reliant Energy, he served as the operations manager at Louisville Gas & Electric Company’s 1,600-megawatt Mill Creek generating station.

As CEO, Mr. DeQuattro is responsible for the overall direction and leadership of the Prairie State Energy Campus and oversees coordination with the Prairie State ownership group.  Mr. DeQuattro has a mechanical engineering degree from the University of Massachusetts and an M.B.A. from Indiana University.  Mr. DeQuattro is also active in serving the community through Junior Achievement.  Mr. DeQuattro has served on the Junior Achievement of SW Illinois Advisory Board since 2008.

Keith Bastian
Senior Vice President of Power Operations

Keith Bastian is the Senior Vice President of Power Operations for Prairie State Generating Company (PSGC).  Mr. Bastian comes to PSGC with 29 years of experience in power generation and related businesses.  In this position, his responsibilities include the asset management of the power island after construction, supply chain management for the power plant and the mine and the development and implementation of capital and operations and maintenance planning.

Prior to joining PSGC, he was the General Manager of three coal fired power plants owned by RRI Energy, the latest being the Cheswick Plant located near Pittsburgh, PA.  Prior to his time with RRI Energy, he was the Business Development Director for Tampella Power and was involved in the development, financing, operation and maintenance and asset management of several independent power plants.  Prior to that, he spent eight years as a Field Service engineer for Babcock & Wilcox.

Mr. Bastian has a Mechanical Engineering degree from LeTourneau University in Longview, TX.

Dave Price
Senior Vice President - Power Plant

Dave Price is the Senior Vice President of the Power Plant for Prairie State Generating Company (PSGC).  In this position he is responsible for overall safety, quality, cost, schedule and reliability related to the engineering, procurement, construction, commission, start-up and testing of the new 1,600 MW supercritical, pulverized coal facility located on the Prairie State Energy Campus site.

Prior to joining PSGC, he was the Director of Projects for CMS Enterprises in Dearborn, Michigan, where he was responsible for the design, construction, operation and executive management of several major power plants and other facilities across the globe.  Mr. Price has extensive experience in the commercial and technical management of various energy projects and businesses in the U.S. and overseas.

For over 26 years he directly participated in the detailed design, procurement, construction, commissioning, testing, start-up and management of numerous power projects while employed by 3 major contractors (Black & Veatch, Bechtel Power Corporation and CRS Sirrine Company).  Following these assignments and for the last 10 years, Mr. Price worked in the utility industry sector where he was responsible for the fiscal and technical management of various projects.

Mr. Price is a degreed, registered Mechanical Engineer with a BSME from NC State University and also has a Masters Degree in Business Administration from Duke University.

Alvin Goodman
Vice President of Generation

Alvin Goodman is Vice President of Generation for Prairie State Generating Company (PSGC).  Mr. Goodman comes to PSGC with a career spanning 30 years of experience in operating and maintaining both gas and coal fired power plants.  In this position, his responsibilities include overseeing operational readiness and future operation of the power plant.

Prior to joining PSGC, Mr. Goodman held several positions with Luminant for its lignite and gas fired facilities.  He was Director of Startup and Commissioning supporting operational readiness for new build activities in Texas, which included three lignite fired units at two sites.  Previous assignments with Luminant included Plant Director for the lignite fired power plant Sandow 4, Plant Manager for two gas fired power plant sites and a variety of supervisory and engineering positions with both operations and maintenance responsibilities at both lignite and gas fired facilities.
 
Mr. Goodman has an Electrical Engineering degree from Texas A&M University in College Station, TX.

Paul Krivokuca
Vice President - Mining

Paul Krivokuca joined Prairie State Generating Company (PSGC) in December 2008 as Vice President of Mining, where he is responsible for overall direction for the development and operations of the coal mine which will feed the Prairie State Energy Campus power plant.  Mr. Krivokuca has been in the coal mining industry for thirty four years.

Before making the commitment to PSGC, he held the position of Chief Operating Officer Underground Operations for Hillsborough Resources in Campbell River, BC from 1996 to 2008.  In this capacity, he was responsible for two mine operations and one quarry located in Canada and one underground mine in Tennessee.  Prior to 1996, Mr. Krivokuca held a variety of positions with coal mining companies in the eastern United States.

Mr. Krivokuca has a B.A. degree in liberal studies from University of Evansville and a mine technology degree from Penn State.

Mark Shepherd
Director - Environmental Health & Safety

Mark Shepherd joined Prairie State Generating Company in February of 2009 as the Director of Environmental Health & Safety and is responsible for providing leadership, coordination, and technical expertise to achieve excellence in the areas of environmental, health and safety affairs.

Mr. Shepherd has over 14 years of experience working in the environmental health and safety profession in both the public and private sectors.  His experience includes managing environmental health and safety programs at multi-site and international manufacturing facilities for several Fortune 500 companies, such as Honeywell International and Anheuser-Busch.

Mr. Shepherd has a Master’s Degree in Environmental Science and a Bachelor’s Degree in Political Science from Baylor University and is board certified as a Qualified Environmental Professional.

David Grabe
Director - Finance & Administration

David Grabe joined Prairie State Generating Company (PSGC) in September 2009 as the Director of Finance and Administration.  He will provide leadership in the areas of accounting, finance and administration for PSGC.

Mr. Grabe has over 28 years of accounting and finance experience in both the public and private sector.  His experience includes leading the accounting area for Anheuser-Busch’s beer manufacturing and entertainment operations, acquisition accounting and daily cash management.

Mr. Grabe received an MBA from St. Louis University, has a Bachelor’s Degree in Accounting from the University of Missouri-St. Louis and is a CPA in the State of Missouri.

Bill Barrows
Director – Human Resources

Bill Barrows joined Prairie State Generating Company (PSGC) in November 2009 as the Director of Human Resources.  He is responsible for the leadership, development and implementation of all Human Resources activities including recruiting, compensation and benefits, employee relations, performance management and employment law compliance.

Mr. Barrows has over 28 years of human resources experience with various manufacturing organizations in both Illinois and Missouri, such as KV Pharmaceutical, Mallinckrodt Chemical and Basler Electric Company.

Mr. Barrows received an MBA from Fontbonne University and a B.S. degree in Business Administration from Western Illinois University. 

Michael P. Rother
Director of Contracts & Industrial Relations

Michael P. Rother serves as the Director of Contracts & Industrial Relations for Prairie State Generating Company (PSGC) as of September 2009, previously serving as Contracts Manager since March 2008.  He is responsible for the leadership, coordination and overall management of procurement, contracts and industrial relations. 

Mr. Rother has over 35 years of experience working in the heavy industrial market, specializing in pipefitting and boilermaking contracting scopes of work for coal power plants, petrochemical plants and chemical and manufacturing facilities.  Prior to joining PSGC, he served as Business Development Manager for Murphy Company in St. Louis, MO.  Mr. Rother has held key labor management positions, developing extensive experience and knowledge in the labor management field while working with union leaders at all levels. 

Mr. Rother attended the Universities of Missouri at Rolla and Columbia and graduated with a Civil Engineering Degree in 1974.
